toolbar converts to default after restarting... ?

if i customize my toolbar in MS Word X, i can restart the application
and it keeps but if i restart the computer, it reverts back to the
default toolbar.

i'm running 10.3.5 with MS Office X.1.5. this is repeatable and
happens on other computers in my office.

i've repaired permissions...
any ideas?
