The toolbar saved to a template you do not have open (or to the document you
were working in, which you now do not have open).
A toolbar must be saved to a Template (it's not a good idea to save them to
a document, but you can...)
If, for some reason, you replaced your Normal template, that's likely where
the toolbar was, and you've lost it.
When you begin customising Word, it is necessary to keep a close eye on your
"Customisation Context" ‹ the "Save in..." box ‹ so you know where you are
saving these things to. Otherwise you get these problems.
Until you get used to it, I recommend saving everything to the Normal
template. But if you do, then you need to take daily backups of your Normal
template

I cannot find a customized toolbar I set up earlier and do not have the View
option at the top of the page, or the toolbar/menu under the Tools option to
set up a new toolbar. What happened?
