Toolbar refuses to stay where I put it.

Hi,

I'm using Win XP Pro SP1 and Outlook 2k3. I've recently installed
Spam Inspector (http://www.giantcompany.com/) which adds a COM add-in
toolbar to Outlook. I am currently only using the "Standard" toolbar
and this new toolbar. I would like to keep them on the same row but
no matter what I do or where I put them, everytime I restart Outlook,
the small little Spam Inspector toolbar insists on taking a new row at
the bottom. The other toolbar(s) will stay where I put them leaving a
blank space where the SI toolbar was but the SI toolbar will not stay
put.

What can I do to keep it there? Any and all help would be greatly
appreciated.
