Toolbar resets after every restart

HELP!! i have a user who has her Office Toolbar reset itself every time it
restarts. I can create as many toolbars as I want, but when I restart the
computer, I get message that tells me that in order to use the Office
Toolbar, I need to have at least one toolbar. Would I like to create one. I
have uninstalled and reinstalled, and run all of the updates.

This is a Windows 2000 Pro system, with 256 Megs of RAM and 2.5 gigs of hard
drive space available.

Please help,
