Toolbars Across Screen

I have a widescreen monitor and the toolbars in Office drive me crazy. I
have three or four rows of toolbars that don't stretch across the screen.
When I rearrange them, I can fit them all on two rows. The problem is that
when on open Outlook or Word the next time...I have three or four row again!

Is there anyway to rearrange the toolbars and lock them in place? I've
looked and looked.
