Toolbars are grayed out

Hello,

When I open one of my workbooks, the Auditing Toolbar and the Forms Toolbar
are grayed out and cannot be used.

I am facing this issue only with this workbook and none other. I have
checked to make sure that the workbook is completely unprotected.

Any suggestions?
