Toolbars Changing

When I open my e-mails (from anywhere…. Inbox, sent mails, deleted, etc….) I
get some strange layout of tool bars. Standard and Formatting are not
displayed. Instead I get Drawing, Forms and Outlook Read Mail. I don’t see
these when I create e-mails.

Is there somewhere I go in Outlook to change the default for this? This is
Outlook 2003.
