Toolbars disappear in Access 2000

We have a database (mde and mdb) that the toolbars disappear when the
database is opened in Access 2000. They flash for a second, then disappear.
When opened in design view or with Access 2003 they are there. It has been
working in the past and has suddenly stopped. Any advice is greatly
appreciated.
