Although you can be forgiven the mistake, those aren't "toolbars", they're
the "Ribbon". Most of the Office programs have completely changed their
user interface, throwing away menus and toolbars to be replaced by
ribbons. Look at the training materials on office.microsoft.com, for
example

As for how you reduce their size: You don't. That's what Microsoft hath
wrought this time around. You can hide them by pressing Ctrl+F1 or by
double-clicking any of the tabs across the top; then single-clicking any
tab will make the ribbon visible until you choose something from it.
