Toolbars in Word 2008 for Mac?

What's with the toolbar in Word 2008 for Mac? Each time I open a doc I must 'install' the standard & formatting toolbars. For every document. And even when you define the toolbars in a doc you create, as soon as you close it and reopen it, the toolbars have vanished. It's very frustrating. How do I get the toolbars to stay permanently?

Word has nothing to do with it beyond being in compliance with Apple's
guidelines for OS X. Click the unidentified & poorly documented "Minimize
the Drawer" button at the right end of a document window's title bar... It
looks like a nondescript capsule.
