Toolbars missing and position often changes

Can someone tell me why at times Outlook 2003 will not show the standard and
formatting toolbars? I'll have to manually add these back to several pc's.
Also, the toolbar positions never stay in place. Sometimes the toolbar shows
up on the right side of the screen or doesn't show at all. When composing or
replying to an email, the toolbar called "Outlook Read Mail" appears above
the standard toolbar if its showing. Usually its the "Standard" toolbar
showing at the top of the screen followed by the "Formatting". We're
currently using Office 2003 with customized toolbars for the end user and
"Word as the Email Editor" if this helps.

If you are using customized toolbars and third party add-ins, it is the
responsibility of the folks who built them or programmed the add-ins to
provide a stable toolbar configuration. If you remove the custom
toolbars/add-ins, do the toolbars display correctly?

We're not using 3rd party apps in this situation. The customized toolbars
are for Office 2003 only meaning we add icons to the standard and formatting
toolbars. If I run any office application in safe mode, the toolbars will
show up fine. Any other suggestions? -Thank you

I experieced exactly the same problem. All of sudden all of standard toolbar
is missing. Send/Receive, Delete icon and others are completely missing. I
had to manually add them back to the row where you would see file, edit and
view.
