Toolbars not available

I would like to cut and crop a screen shot in Outlook, then insert an auto
shape. However, when I go to View, Toolbars, the only Toolbars available to
me are Standard, Formatting, and Web. I tried going to Customize, but have
the same problem there. Why don't I have the Picture toolbar (or any others)
available to me as an option?
