Toolbars share one row

I am using Office 2000 with Windows XP. I am new to XP,
so bear with me. When in an email message (Outlook 2000)
I cannot get my toolbars to split on two rows (formatting
& Standard), even though I have it set that way in Word.
(I have Word set as my email editor.) If I manually drag
them to two rows, it will stay that way unitl I start a
new Outlook session. Any suggesitons?
