Apparently the developers believe that the Reviewing toolbar is mostly
clutter until such time as Track Changes or Comments are involved. If the
document being opened contains Tracked Changes or Comments, or if either of
those features are activated in an open document the bar automatically
displays... The logic being similar to Header/Footer features, I guess.
I don't mean to challenge you in any way, but quite honestly I agree. There
are only 2 features on the bar that are useful if TC or Comments aren't in
use ‹ Send as Attachment & Send IM, each of which can be added to any
toolbars of your choice. The same is true for the controls to insert
Comments and to toggle change tracking. Keystrokes can also be assigned to
the actions that trigger the bar. Long story short, there are a variety of
other options which may satisfy your need, including creation of your own
'replica' of Reviewing toolbar which will remain on screen persistently.
There's no provision to directly override the behavior within the program,
but if it's a big deal for some reason I would imagine something could be
devised with Apple Script.
