Formatting: Turn it on (View>Toolbars...) then quit Word to write the
changes back to your preferences. Word will start up with the toolbars you
last had displayed.
Track Changes: Will appear as soon as the document contains tracked changes
or comments, and not until. That's a design change for Word 2008 designed
to alert users to the fact that a document contains tracked changes, even if
they are hidden.
