Toolbox not clickable

Hi, anyone know why/how to enable toolbox from menu bar.
I am adding a form to a database which developed by
someone else and realized that toolbox is dimmed out.
Is it some sort of security settings?

What is the file extension of the Access database?
An extension of .mde means that it has been compiled and
changes to the toolbar and menu options are no longer
possible - you'll need the original, un-compiled database
in that case.
BUT, if your database has a file extension of .mdb try
this:
On the Tools menu, select Startup.
The Startup dialog box should appear.
Make sure that all checkboxes are checked, then close the
dialog box.
Close down the database and Access.
When you open it up again the changes will take affect and
you should be able to access the toolbars.

**** BE CAREFUL *** when making changes to the startup
options. Always make a backup copy of the db somewhere
before you make changes to the Startup in case you lock
your self out! Trust me - I learned the hard way.
