"Tools" disappears from Toolbar

I had to reinstall Access 2003, since then when I open my (previously
created) database, "Tools" disappears from the toolbar. ie File, Edit etc.
This means the design functions etc aren't available. In a weird twist, the
same database opened on a different machine loads just fine. Obviously, I
interpret this to mean there is something wrong with the Access re-install.
But, I'm stumped and I'm running out of time.

Any suggestions??

Try right-clicking on the MrnuBar and select Customize ... Select the
MenuBar in the dialog and click the Reset... button.
