Can you be more specific? E.g. Do you see the item in the pulldown
but it's greyed out?

Not even! I select Tools... then the drop down list
appears... and everything is there except "enterprise
options".. it's cut off at "Options"

Are you SURE it is really Pro? (Help | About) will verify.

And just to be sure is the tools menu fully expanded or is thre that
little set of down arrows at the bottom of the menu that is hiding some
menu items?

Yes, it is Project Professional 2003.

I was able to connect to the server by adding the Project
Server Accounts... to the toolbar, but the "Enterprise
Options" option under the tools menu isnt showing up...

Yes, the menu is fully expanded.

This is really weird!

OK

Tools | Customize | Toolbars

From the Commands tab find the built in Menus and select it.

From the lis that shows up way at the bottom is Enterprise Options.

Drag it to where you want it to show up and you will have it.

I have seen one other time now that I think about it where this happened
and you can put it back as above.

:)

I tried Brian K's suggestion and could not see Enterprise Options on
the list at all. I found a solution in the same menu though:) Here's
the fix:

Go to tools | Customize | Toolbars|

select the command menu and go to rearrange commands
Under the menu bar select tools
at the bottom left corner, select reset

Somehow, during the many reinstalls that I did, the menu got out of
order and the above suggestion worked for me:)
Good luck!
