"Tools" is missing

I had to rebuild my computer and reload Access 2003. Now when I open my
split database "Tools" is missing from the Menu at the top. "File", "Edit",
"View" etc are there, but "Tools" is missing. I'm assuming this is connected
to the calendar not working in my database.

Please tell my what is wrong.
