Tools menu in Outlook does NOT have a Send/Receive button. Why

I have Windows Office Prof. 2003. I cannot send or receive e-mail messages on
Outlook (even with all the correct settings and e-mail profile set up). Can
only send/receive thru my DSL provider. From the Outlook TOOLS menu, there is
no immediate Send/Receive button to click on. Tools/Options/Mail Setup will
not let me click the Send/Receive button there, so I cannot even set up the
send/receive parameters. I tried installing my sister's Windows Office Prof.
2003, but have the same problem. Somewhere i read might be a
firewall/antivirus problem but I certainly don't want to disable those to
send/receive mail. HELP!!

You can't send Outlook!! You can only send a message!! Open a new message,
or reply to a message, and lo-and-behold, the Send icon is at the left!!!.
