Tools menu miss option,how 2 get mail format insert signature?

From the main Microsoft Outlook window, on the Tools menu, click Options, and
then click the Mail Format tab.

very nice!!!

BUT my Tools menu miss OPTIONS so ,how can I click OPTION then MAIL
FORMAT to insert signature?....jf they are missing????
