Tools menu will not expand

I can't get my tools menu to expand. I've tried both suggestions I've found
here, resetting (deleting) the registry entry, and the winword.exe /a (which
works for only for that instance of opening Word, but not when opening
subsequent documents or instances of the program. The only add in I have is
Endnote, but the problem persists whether or not it and it's macros are
enabled.

Try uninstalling EndNote and renaming normal.dot as normal.bad. Then go to
EndNote for support. I believe they may have updated their Add-in.
