Which Options if any can be set to default for all users by setting them in
the Enterprise Global Template. eg can I mandate a default task type and
default task start date this way?

If you are using Project Server 2003, the only settings you can specify in
the Enterprise Global file for all users are the three currency options in
the Currency section of the Options dialog (View page). If you are using
Project Server 2007, there are NO options you can specify for all users in
the Enterprise Global file. Keep in mind that in either version of the
software, the Enterprise Global file is your organization's "library" of
custom enterprise Views, Tables, Filters, Groups, etc. It is NOT the local
from which you can specify Options settings for all users. Instead, each
user must manually specify your organization's mandatory settings
individually. Hope this helps.

Absolutely none of them. This is not the purpose of the E Global file, which
contains your library of project objects including tables, views, filters,
groups, etc.
