Tools, Reference is unavailable

I have written some code referencing the VBA Date object
which is available on my PC. I have tried to run this on
another PC which does not seem to have the VBA library
installed, nor is the Tools, Reference option available to
select this. It is the standard installation of Office XP.

What steps do I need to take to rectify this?
