tools submenu gone & won't edit with right click on cells

I have no idea what I did but now in all excel sheets, when I click on the
Tools button on the menu, it only shows a small grayish box - no text
choices. Then, when I right click on a cell in the sheet, I get the same
small grayish box - no text choices. It's not the mouse - right click works
fine in other programs. It's not the specific file I'm working on, it happens
in new files too.

I tried detect & repair on the help menu with no difference. I don't have
access to anything on the tools menu. I'm willing to uninstall and reinstall
the whole thing if necessary if that won't affect my saved work in files.
Ideas ?
