top border defaulting to edge of page - not what want

all of a sudden all my docs and new docs are defaulting
top edge of page so it looks like the text is starting
with no top margin when in fact it is.

I tried this solution and it works per document but i have
to do it every time. is there a way to fix this setting?

Method 3: Position the Border Relative to the Page Margin
and Change the Margin Setting for the Page
On the File menu, click Page Setup.
Click the Margins tab.
Increase the bottom margin to at least 0.67 inch, and then
click OK.

NOTE: Changing the margin settings may affect the
formatting of the document.
On the Format menu, click Borders and Shading.
Click the Page Border tab, and then click Options.
In the Measure from list, click Text, and then click OK
twice.

Are these problems showing up printing or on screen? because it vaguely
sounds as though you are in Normal view when you are used to Page Layout, or
the option to Hide White Space between pages in Page Layout view has been
checked (except I'm not sure Word X has that option).

Your fixes sound really strange--how does adjusting a Page Border change
margin problems? (on the other hand, a border would kick you back into Page
Layout view)

There are some alignment settings on the Layout tab of Page Setup, perhaps
that is making a difference.

Otherwise, if you open your Normal template directly (in Apps, Office,
Templates) and make the changes there, they will hold for new documents.
All new documents are based on Normal, so be careful about what you do while
you are in Normal.
