top border of picture does not appear

I'm trying to put a "shadow" border around a picture I've inserted into the
word document, however, when I do so, the top border does not appear.
Instead, I get the two side borders and the bottom one, the top one, nowhere
to be found.

Any suggestions? ...they would be greatly appreciated!

You will probably need to fiddle with the spacing before the paragraph in
which the picture is located or the space after the previous paragraph.

Thanks for the advice, Doug, but it wasn't quite that. I fiddled around with
it some more and found out that the width of the line was not thick enough. I
simply increased the width and the line finally appeared.
