Top of Workbook is hidden from view

When I load a certain workbook in Excel (Office XP) the
very top (which is a blue bar on all other workbooks) is
hidden from view. This is the bar that contains the
minimize, full-screen, and close icons; and which enables
one to move the workbook around on the screen) Probably
if I knew the correct name of this bar, I could look it
up in "Help". I have asked around the office, haven't
found anyone who ever encountered this before.

Can you tell me how to restore visibility of the very top
of the workbook?

Is it hidden from view because the whole window is pushed up out of the
viewable area? If so, hold down the Alt key and press the space bar. Then
type the letter m. now use the down arrow key until the window moves into
the visible area. press Enter and it'll stay there.

Let us know if this works.

The method you described, it moves the entire Excel Pane,
but the top of this (and only this) workbook is not
visible.

A co-worker solved the problem. The blue bar is
called the "Active Title Bar". This worksheet had been
moved in such a way that the Active Title Bar was moved
under the Tool Bars at the top of Excel.
We went to START | SETTINGS | CONTROL PANEL |
DISPLAY | APPEARANCE TAB | ADVANCED | Click on Arrow
for Dropdown Menu | Choose Active Title Bar | increase
size from 25 to 40 | OK | APPLY | OK.
This re-sizing caused the Active Title Bar to
protrude from under the Tool Bars. I could then move the
Workbook around in Excel, to where the Active Title Bar
is visible.
