Tours using FP2003?

FrontPage 2003 all updates

How can I do Feature Tour using FP2003? What I see on one website (probably
not FP) is a 20 'screen/page' software feature tour. The tour goes from
....\XYZFeatureTour\DisplayFeatureTours.htm?TourID=47220 and as I select the
NEXT button, the tour automatically goes to TourID=47221, then 47222 etc.
Each 'numbered' item goes to the respective TourID.

So, how can I do a similar tour but under FrontPage 2003?

Generally those type of parameters require a database w/ hand coded server side coding
