track changes and lists in Word 97 & 2000

Inserting a hard return in the middle of a numbered list
paragraph causes the subsequent part of the paragraph
(i.e., the part that gets a new number) to show up as
inserted text without showing anything as deleted text.

Any part of this newly numbered text can then be deleted
entirely as if it were newly inserted text, thus defeating
track changes ability to track the fact that the text was
ever part of the original document.

Does anyone know of a fix or if this problem is still in
Word 2002?
