Track changes in text box in Word 2002 on XP Pro

We're having problems with the Track Changes feature when
used in a text box. To recreate this problem:

Create text box.

Fill with text (type in text or paste), creating more
than one paragraph.

Turn on Track Changes (with balloons).

Make edits to paragraph after graph #1.

What we've seen is that *all* balloons are incorrectly
indicating that the changes were made in the first
paragraph.

Does anyone know of a fix?
