Track Changes Made to Site Settings

My company is new to Project Server 2007. By default there were a few
settings turned on for Project Managers that allowed "someone" to
change the site Theme.

I've since gotten in and turned the ability off for PM's to do this.
But what I want to know now, is there a way to find out WHO changed
it?

Also, someone messed with permissions to users, I'd like to find out,
if possible, who this was as well.

Are there any logs or tracing I can turn on (or may already be turned
on) to see this?

In my opinion you gave away too much permissions to PM's. You should
maintain most of the control to yourself..NO one should be able to
adjust permissions other then the Admin for the site. Not sure if you
can do tracing but it's after the fact anyway.

In answer to your question, the only function which is auditable is the
timesheet function.
