Track Changes

I have a problem with my track changes. Currently, everything in
"highlight changes" is selected.

I copied and pasted some information to a document and the track
changes notices the newly pasted information by underlining it and
highlighting it in blue. However, the problem is, when I try and
delete the information. The track changes doesn't seem to notice the
deleted text by strikethroughing it. It just deletes it. I've checked
over and over, the track changes are all on.

Anyone know what's the problem?

Consider typing in a document protected for tracked changes and every
time you make a typo the corrections to the typo are also tracked. If
an insertion and deletion are made by the same author then the
deletion will not be tracked.

So what you are encountering is expected behavior. The pasted
information was not part of the original document and the same author
who pasted/inserted the information also deleted it. Now, if you
inserted it and another author deleted it then the deletion would be
tracked.
