Jay Freedman, MVP, explained why y'all changed Track Changes so that even if
you click "Final," to hide the markups when you close the document, it will
open in "Final with Markups," showing them.
However, doing it that way lets the author think the changes are hidden. I
sent a lot of documents before I found out this was happening. In many cases
I want the changes to be available to the recipient *when they request them,"
so accepting them is not a solution for me. I want the edits there but hidden
upon opening.
What I suggest is that if you want to remind people that their changes are
still visible, Word should not let you close the document with the changes
hidden. A dialog box at closing would give people the choice of accepting the
changes or leaving them in, and whether they should be visible or not when
opening.
