Tracking Email Recipients Who Use Preview Window

Within our organisation, senders track email by requesting a Read Receipt.
However, many of our users have the Preview window activated and may never
actually open the email as such. This prevents the Read Receipt from being
returned. I find that the Delivery Receipt is of limited use since everything
is 'delivered' within the organisation.

Is there any other way of finding out whether a Sent email has been read?

It's a little bit different than you stated. Users will get prompted to send
a Read Receipt as soon as a message gets marked as read. It doesn't matter
if this happens in the Reading/Preview Pane, by opening it or by marking it
as read manually.

However, by default you are set to be prompted so users can always deny the
actual sending of the receipt. If needed, this can be overruled by a
corporate policy.

Also note that sending the receipt only means that the message you have sent
has been marked as read. It doesn't say anything about if the receiver has
actually read it or not ;-)

Yes, I agree that users are prompted to send a Read Receipt, but the
standard installation here seems to be that Read Receipts are sent
automatically, unless an individual has turned this option off. One reason
for posing this question is the feeling that not everybody on the To list is
opening my mail. In fact, I receive "Message deleted without opening"
messages. I had assumed this was because users had activated the preview and
hadn't double-clicked the message. For my part, I turned off the preview to
avoid inadvertently opening unwanted mail.

Incidentally, the Microsoft Community Notification link I received did not
work. I visited the site manually. In fact I don't remember this notification
method ever working for me.

For my part, I turned off the preview to
avoid inadvertently opening unwanted mail.
There is no need for this. Previewing an email doesn't expose you in any way
since Outlook 2003 with automatic picture downloading turned off (which is
the default). Also note that you are even safer in the Reading Pane than by
double clicking to open a message.
