Tracking hours vs % on Project Web Access

I want to track my time against projects by entering hours daily through
Project Web Access 2003. However, when I see my tasks to update I can enter
% and time remaining but not the actual hours. I did go to admin/Customize
Project Web Access/Tracking settings set the following:

Specify default method for reporting - Set hours work done per day or per
week
Lock down defaults - Force project managers to use progress above
Time Period Settings - set managed periods
Managed Timesheet Periods - Resources should report their hours worked every
day

What did I miss?

You must ask every project manager to open every one of their projects and
click Collaborate - Publish - Republish Assignments, and then click OK.
Doing so will "push" the new method of tracking to each user's timesheet in
PWA. Do know, however, than this will impact only unstarted tasks.
Incomplete tasks with actuals will not be changed and users will need to
complete those tasks using the former method of tracking. Hope this helps.
