Tracking in Office XP

I am working in Office XP. If I create a document with comments and
tracking turned on, then send it to another user, how can I ensure that
there is no way that user can see any comments or tracking? I have tried
turning off the tracking and changing the View on the Reviewing Toolbar to
Final and Protect the document for Track Changes, but the user can open the
document, choose Final Showing Markup or View Markup to see all the comments
and tracking. Is the only way to be sure that the user cannot see them to
delete all comments and Accept/Reject all changes before I send the document
to that user?
