Tracking in Outlook 2003 not available - how to turn it on??????

How do I get the "tracking" tab so I can track who has responded to an
original meeting invite in my calendar? Also, when I look at the "actions"
on my toolbar in the open invite, "request responses" is unavailable - WHY?
