Tracking progress with a "no timehseet" business rule

A unit of company, let's call it A, has operations in the USA and uses
Project Web Access and its timesheet capability. Unit A prefers for its
project team members to use PWA to record, daily, actual hours worked by task
assignment.

Another unit of the same company, let's call it B is subject to local work
regulations that prohibit the use of timesheets and records of actual hours
worked by employee. (Strange to some of us perhaps, but true.)

There is some interest to standardize the company's approach to Enterprise
Project Management.

My question is this: Is there a way for both A and B to use the same
Project Server installation, including the same instance of Project Web
Access, in a manner that would enable both units A and B to track progress?

Unless your USA group and European group are sharing resources, which it
doesn't sound as though they are, then the cleanest way to do this is to use
separate instances. You can do this without installing new hardware. If you
want them in the same instance, then you'll need to allow the Project
Managers to select the tracking method for their projects rather than
forcing them to use Project Server default. If you go this route, I suggest
that you create base templates for each group that include the correct
tracking method.
