Tracking Receipts from External Recipients

I have a user who sent an e-mail to internal and external recipients -
requesting a read receipt. He did get a lot of read receipts back, but it
seems that only the receipts from the external people are not being processed
on the tracking tab of the original e-mail. We are using Outlook 2007. Is
this a known issue or is this capability not available for external
recipients?
