Tracking resource time spent on Issues

I am trying to find a way to implement a issue tracking
solution using MS Project, project server 2003 and WSS.

The way I understand it is :
Issues record issue information and Tasks record resource
information. You can link an issue to a task but entering
time spent on resolving the issue needs to be recorded in
the Task. This requires user to enter information in the
issue list view and then switch over to task view and
then enter time spent under the appriate task.

What makes sense to me:
User enters issue information, plus enters time spent on
the issue and only needs to link the issue to the correct
project task. Say have a couple of buttons in the project
server issue view page that link to tasks. The buttons
cause time spent on issue to be entered against tasks
automatically.

My project would have following structure:
Service Maintenance Aggreement
Subtask -Paid Support
Subtask -Unpaid Support

Ideas?

That would be a nice feature, but for most of us, entering the issue in the
system isn't tatamount to working on it. In many cases, the person assigned
to work on the issue is not the one raising it. When your users raise issues
that require significant work, you can set a policy to have the users create
new tasks for resolving the issue. This can be done through the time sheet,
where they can immediately start booking time to the task, even before it
gets sent to the PM for approval.
