How do people budget vacation time in Microsoft Project?

For instance if you have 25 days throughout the year, they aren't
going to be taken in one lump sum, but at the same time they have to
be taken at some point.

How do people do this in Project?

Each individual resource may have their own resource calendar.

Tools/Change Working Time.
A calendar style window will open. At the top, select the resource name
from the drop down. Change the calendar to refelect their non-working days
as needed.

Alternative:
On the Resource Sheet view, double click a resource name. The General Tab
will let you set general availability dates, the Work tab will take to to a
window similar to the above.
