Is there a report to compare progress on a task in terms
of % complete. Such as your planned task is 50% complete
when you should have been 80% complete per your baseline?

Yes, This is what the earned value columns are used for.

My problem with that is I am not using cost in the
project. My bosses only want schedule and resources. There
are no costs involved.....Is there another way?

Yes,
Go to the resource sheet. Set the resource cost for each resource to $1/hr
or some other convenient amount.
Baseline.
Now all you have to do is ignore the $ sign and you will be comparing
resource hours.
I do this all the time. Consider it to be "Earned Effort" instead of earned
value.
