Transfer Contacts into Address Book

In setting up my new Windows 7 computer, I am able to bring up the Address
Book option in the Tools menu, but I cannot transfer the contents of the
Windows 7 Contacts folder (currently in My Libraries) into an Address Book in
Outlook email window.
Any helpful advice appreciated, in simple language please!

The Outlook address book is merely a VIEW of your Contacts folder.
Are you saying that you have Contacts in your Outlook Contacts folder but
that your Addressbook is blank?

You can't display Windows Contacts in the Outlook address book view, nor can
you import them there.
Outlook uses Contacts Folders, not address books.
Import Windows Contacts into your Contacts Folder.
