Transfer ownership of project files is not possible when...

In 2007, I can't seem to transfer ownership of a file if the "New Project"
group permission is disabled. My aim is to restrict who is allowed to create
new projects on the Server. We want to control the projects which get stored
on the Server so that it is not a free-for-all. ie., the Admin creates the
file and then assigns the ownership.
Is there a way to do this in 2007?

You have the ability in Security Templates to adjust who can publish project
plans in MOPS07. Out of the box PM's already have this permission.
Are you looking for certain PM's or all PM's to have th ability to publish?
