Toolbars are stored in templates... the default template is normal.dot unless
you specify another template. See

Depending on your version of Office -- which you neglected to mention --
you may the Profile Wizard available. The Office 2000 version says:

"With this wizard you can save Microsoft Office 2000 user settings to a
profile settings (OPS) file, or you can restore settings previously saved
in an OPS file. You can use the OPS file to set default values during
installation (through the Office Custom Installation Wizard), or you can
use it to transfer user settings from one computer to another."
