Transfering user license to new CPU

We installed MS Office 07 w/3 license privilege on three computers (2
lap/1desk) and the desktop died. How do I install MSO-07 on my new desktop
and transfer the license to the newly registered CPU?

Install from dvd/cd if online activation fails use phone activation,
explain, if neccessary that new PC as old failed
