Transferring Email from an old server to a new one

Hello, I'm scrapping an old network that was using Outlook 2002 on each
workstation and Small Business Server 4.5 (I think). There will be a
new server and new workstations using Outlook 2003 and SBS 2003 which
includes Exchange ??. The users want to keep their old emails and there
is a request to preserve the public contacts folder.

Questions:

1. Do I just export each person's saved email from their machine? Save
the file and then import it into Outlook 2003?

2. How do I handle the Public contacts folder?

Hopefully there's an elegant way to do this.
