translate degrees to latitude longitude

Is there an Excel formula or macro to translate locations on the earth in
degrees/minutes/seconds to decimal latitude and longitude degrees?

If they are entered as an Excel time (ie, nn:nn:nn), multiply by 24 (and
format as a number) to get decimal degrees.
