Translate Engish (US) to Tagalog (Filipino) and Tagalog to English

I would like to translate languages from English (US) to Tagalog (Filipino)
and Tagalog to English using MS work. I would like to do dictionary
translations as well (or especially) entire papers and or articles. If it
can not be done, do you have a recommendation on how I should do it. Thank

Hire a translator. Machine translations are iffy at best.

It's pricey, but there is software that can do that. The results still need
a lot of checking though, depending on dialects and what the translation
audience is targetted to be.
You won't be able to do it through MSWorks; it has no translation
abilities. Nor do any of the MS products that I'm aware of. You'll need a
language dedicated program to do that. And like I said, it's pricey.

The software can actually be a big help by doing a lot of the "donkey work".
I once translated a long text from French to English with the help of
Systrans Personal. The program got (nearly all of) the sentence structures
right and I had to do a lot of vocabulary tweaking but I could never have
finished the project without that program.

But you're right. Translation software is dangerous without a solid
knowledge of both the source and target languages.
